Covered California Releases Quality Ratings for Exchange Health Plans January 29, 2014 Covered California Covered California, health plan ratings, QRS 0 Covered California posted quality ratings for health plans sold through the exchange. The Affordable Care Act requires states by 2016 to provide quality information for all plans participating in their health insurance exchanges. The ratings are based on data of reported experiences of member collected from the Consumer Assessment of Healthcare Providers and Systems. Each health insurance plan is compared with regional results for PPO (Preferred Provider Organization) network, because they most mirror the types of plans offered through Covered California. 4-star: Plan placed in the top 25%of all rated plans 3-star: Plan placed in the 50% to 70% band of all plans 2-star: Plan scored in the 25% to 50% band of all plans 1-star: Plans scoring in the bottom 25% Click here to see the Quality Rating System (QRS) scores for the San Francisco region.
