Urge Your Legislator to Oppose Midwife Scope of Practice Expansion Bill (AB 1306) August 10, 2016 Advocacy, Politics and Medicine Politics, Scope of practice 0 AB 1306 (Burke) authorizes a certified nurse midwife to provide medical services and perform medical procedures without clinical supervision. Recent amendments to AB 1306 deleted language referring to California's corporate practice of medicine bar, which is designed to protect the public from possible abuses stemming from the commercial exploitation of the practice of medicine. The deletion of this corporate bar language is incredibly problematic, as it fails to provide an equal level of consumer protection for women and families seeking gynecological, obstetric and reproductive health care from a certified midwife as they would have when seeking such care from a physician. The bill would also delete the statutory requirement that certified nurse midwives perform certain medical procedures only under standardized procedures developed and implemented under the supervision of a physician or surgeon.
